The general chat window lets you to talk to other players outside and inside of your current game.

Global
This is a global channel across all games. Used for banter, chit-chat or your latest philosophical musings.

Security Council
Exclusive channel for Security Council subscribers.
Limited access.
Help
Use this channel to post any questions related to the game, or answer questions from other players.
Everyone has access.
Alliance
Exclusive channel for you and your Alliance members.
Limited access.
InGame
Only players in your current, open game can post/read messages in this channel.
Limited access.
Game Specific Messages
You can engage in diplomacy with other players in your current game through the Messages & Trades tab. Access it via Diplomacy > Messages & Trades as shown in the image below.
