Insurgents are the result of rebellions within a nation, but act as a global threat.

How do insurgents spawn

The dependency for insurgents to spawn are dependent on 3 factors. 1. If a unit is stationed in a city or not 2. If a unit is not stationed in the city then there is a chance that insurgents will spawn. 3. This only applies if the morale is below ~40%

Garrisons

Insurgents will gather over time, increasing in HP & stack number, as well as spreading to surrounding provinces.
